HC vacation

ITANAGAR, Sept 26: The Itanagar Permanent Bench of Gauhati High Court will remain closed from 11 Oct to 3rd November on account of festivals such as Durga Puja, Id-ul-Zuha, Lakhsmi Puja and Diwali. During the vacation, officers and staff of the registry will attend the office as per roster arrangement.

 

Orgs to stage peaceful dharna against eviction drive

ITANAGAR, Sept 26: Various organizations led by All Arunachal Pradesh Students Union (AAPSU) and Capital Complex Land Affected Peoples Forum (CCLAPF) decided to stage peaceful dharna in front of the chief minister office on 1st Oct next.  The dharna is being organized demanding immediate regularization of individually occupied government land at Capital complex, immediate suspension of eviction drive till government takes up appropriate decision on vexed issue.

The organization also demanded immediate revocation of government order issued by development commissioner (finance) regarding obtaining of NOC from concerned DC for settling of retirement due and promotion cases. It also demanded termination of service extension order in respect to chief secretary alleging him abusing of power and misguiding the elected state government. Further it sought transfer of Capital Complex deputy commissioner for allegedly adopting pick and choose eviction drive.

 

ECI appoints e-roll observers

ITANAGAR, Sept 26: The Election Commission of In¬dia (ECI) has appointed 12 electoral roll observers for Arunachal Pradesh for the summary revision of the e- roll. The officers against the districts allotted to them are: S&T secretary RK Mishra (Tawang and West Kameng); cooperation sec¬retary Garima Gupta (East. Assembly committees formed

ITANAGAR, Sept 26: The  Public Accounts Committee, Estimates Committee and Public Undertakings Committee of Fifth Legislative Assembly have been constituted on Sept 24. While MLA Tangor Tapak and  MLA Bamang Felix have been appointed as chairman of Public Accounts Committee and Estimates Committee, Public Undertakings Committee will be headed by MLA Tamiyo Taga. Each committee consists of six members and will have a term of office not exceeding 20 months.

 

AAPWU demands revocation of termination order

ITANAGAR, Sept 26: All Arunachal Pradesh Workers Union (AAPWU) has taken serious note over ‘forceful’ and ‘illegal’ terminations of ACLS in Tato by West Siang District Administration violating official norms.

AAPWU urged West Siang DA to immediately revoke the orders immediately for cordial relationship between the Government and the workers failing which AAPWU will be compelled to launch democratic movement to safeguard its workers.

Meanwhile, AAPWU urged the govt. to immediately release grade promotion arrears of MACP and ACP.

 

AGYO denounces inclusion of 12 villages under MAC  

ITANAGAR, Sept 26: Condemning the reported inclusion of 12 villages of Likabali sub-division under Mishing Autonomous Council (MAC) by Assam government, the All Galo Youth Organization (AGYO) has questioned on the silence of the state government.

In a release, it said chief minister and his cabinet colleagues should look into this serious issue and talk it out with his Assam counterpart.

It further called on the various student unions, organizations, NGOs, societies and concern citizens to come forward and talk out the issue with the MAC.

 

ALSU reiterates demands

ITANAGAR, Sept 26:  The Arunachal Law Students’ Union (ALSU) today reiterated its demand for cancellation of appointment of Joint Director (Agri and Allied) in Rural Development Department.

In a letter addressed to the chief minister ALSU claimed that many posts such as BDOs, Joint BDOs, and APOs have been illegally appointed in the department over the last one year. ALSU alleged that despite there was a ‘ban’ on creation of post and deputation as per the recent cabinet decision, one HDO has been appointed as Joint Director in the Directorate of Rural Development, and the same was approved by the CM and the RD Minister in  Oct 2012. The union further demanded for strict implementation of Rashtriya Sawasthya Bima Yojna or equal distribution of IWMP scheme in all districts in the state. It also sought for setting up of inquiry committee to investigate misappropriation of public fund meant for implementation of MIS-Data connectivity network.

 

State Cooperative proposes on training and educational development

ITANAGAR, Sept 26: Attending the annual general meeting of the National Cooperative Union of India (NCUI), New Delhi which was held on Wednesday, the sate chief executive officer G. Nyorak proposed various schemes related to training and educational development of the human resource development and infrastructural development like construction of well-equipped training block along with modern amenities for the district Cooperative Unions in the districts.  Nyorak also advocated for continuation of central sector scheme with provision of more financial support to enable to conduct more training programs.

 

Org demands  appointment of managing director

‘Ancient shrines testimony to defy Chinese claims’

ITANAGAR, Sept 26: It apparently came as a “surprise pack” for leaders walking the country’s corridors of political power to “prove false” the oft-repeated Chinese claims on Arunachal Pradesh when one of the eminent personalities of the State prescribed the “panacea”!

“Since Puranic shrines such as Parshuram Kund (in Lohit district), Malinithan (West Siang) and Bhismaknagar (Lower Dibang Valley) of Arunachal Pradesh got mention in the Indus Valley civilization, we can refute the Chinese claims on the territory of our state, Arunachal Pradesh, from cultural point of view,” stated Sahitya Akademi awardee Y D Thongchi, also Chief Information Commissioner of the State.

The State’s religious shrines today stand as “more political evidence rather than historical evidence” to refute the Chinese claims when the neighbouring country was claiming Arunachal Pradesh to be a part of their territory.

Stating that culture encompasses every aspect of human life, not just songs and dances as perceived by commoners, Thongchi said, “Time has come to preserve, document the State’s cultural heritage such archeological sites, languages, traditional handicrafts, indigenous knowledge system, etc for posterity.

He was chairing the inaugural session of a seminar on ‘Cultural Heritage of Arunachal Pradesh’, organized by the Directorate of Research, Deptt of Cultural Affairs at the conference hall of JN State Museum here Thursday.

The chief guest of the occasion, Prof Tamo Mibang, the Vice Chancellor of Rajiv Gandhi University, called upon the academicians, intellectuals to do research on local languages in order to document the languages to preserve and promote the State’s rich cultural heritage.

While asserting that language was the vehicle of cultural preservation, Prof Mibang said, “Research on cultural heritage will definitely lead to societal transformation in the State.”

He said that scores of linguists are coming over to the state to do research on our languages at a time when today’s generations are switching over to others’ languages.

Earlier, the Director of Research Dr Tage Tada gave the keynote address at the seminar. Dr Tada also gave an overview of the state’s cultural dimensions.

The day-long seminar was participated by a good number of anthropologists, sociologists, philologists, archeologists and academicians from different institutions.

In all, 16 out of 23 papers submitted on different topics were presented during the academic session of the seminar, according to Assistant Director, Research (Culture) R N Koley, the coordinator of the seminar.

Earlier, Deputy Director (Research) Batem Pertin delivered the welcome address, while Dr S K Ghosh, assistant curator of JN State Museum gave the vote of thanks.

 

 

Teachers booked under “no work no pay”

ITANAGAR, Sept 26: Showing no leniency in its tough stand against absentee teachers, the East Kameng district authority has booked as many as 27 teachers under “No Work No Pay” rule and held up salary of another 25.

According to a release issued by East Kameng DDSE, 14 teachers have been booked under SSA’s “No Work No Pay” rule in June and 13 in July for being found absent from duty.

“Salary of another 25 teachers has also been held up,” the release informed adding that disciplinary action against few teachers of school located near Seppa town, who were found absent during the checking, are also being initiated.

The DDSE informed that un-announced checking of schools in eight blocks of the district is being carried out with BRC and CRC coordinators following instruction from the Deputy Commissioner cum District Project Director, SSA and RMSA, District Mission, East Kameng to ensure smooth functioning school and check teachers’ absenteeism.

 

 

Likabali minor rape victims await justice

While the whole world is rejoicing death penalty of the four accused involved in the gang rape of a 23 year-old paramedic student in December last year, back home the minor rape victims of Green Valley English Medium School, Likabali are still awaiting justice for the ordeal that they had to suffer on the hands of their mentor.

On August 27 last, as many as rape and molestation of 14 minor girls came into light when some of the victims managed to escape and report the matter to the nearby police station. Later, the number increased to 19, including witnesses. They had been suffering torture and humiliation in the hands of the hostel warden cum teacher, someone who is supposed to shape their future for more than two years. The youngest of the victim is as young as five and a half years old. The accused Vipin Viswan is now lodged at Aalo P S.

As fast as the news spread, angry locals went into rampage and damaged the school building as well as the two school vans used to carry school children. Likabali township has been tense since with everyone having their bid of insecurities surrounding ‘what if?’.

“There are many older victims too, however, they are not speaking up fearing social stigma,” shared Marge Karlo, general secretary of Likabali Welfare Society.

And as it happens with many rape incidents, some of the minor victims have been traumatized to such an extent that they are suffering from mental breakdown.

“There are victims suffering from sleepwalking and also those who are inflicting pain to themselves,” said Marge sharing the ordeal of the young battered souls.

Demanding capital punishment to the rapists, the aggrieved citizens of Likabali had also demanded the state government for immediate arrangement of another school for all the 400 students of the Green Valley Residential School, Likabali.

Vowing to fight till the accused is awarded with Capital Punishment for his heinous crime and saying that the accused be tried under custody and not granted bail in any case, Marge, however, expressed his disappointment over the government. He said, “State government has disappointed us. They are yet to rehabilitate all the students. And even when some of them have been rehabilitated, there is so much pressure on them as the session is already in the midway. The government needs to understand this.”

Going through the case file, many surprising facts come to forefront. Visvan used to call each one of them during evening time offering chocolates and biscuits. And even before the incident was revealed last month, the faculty had always known about the conduct of the warden.

According to the interrogations done, Visvan’s intension was known last year when one of the students saw him molesting his sister. However, the matter was shut and tied up after Visvan was warned not to repeat again. After this particular incident, he started calling minor girls only.

In his confession found in the case file, Visvan has admitted that he used to call girls aged between 5-9 only because they would never reveal what was happening. And the most shocking of all, he said, he did not rape anyone of them but only indulged in touching and ‘being content with himself.’

West Siang DC M K Sahoo informed that the case has been charge sheeted and will be tried in the court of Additional Session Judge, Basar.

While the state and perhaps the whole nation is still to come out with the shock and is unnerved with the heinous crime that the man has inflicted upon the children who probably will always have the episode to haunt throughout their lifetime and the forlorn parents who will always think about how they could not protect their children, perhaps trying the case on fast track court and rewarding life sentence or the better death penalty would be the only solution to ensure that he pays for his monstrous deeds.

 

 

Mock drill on earthquake draws huge crowd

Itanagar, Sept 26: The mock drill on  earthquake conducted as part of the three days Capacity Development Program by the Capital Complex District Administration in collaboration with the  department of Disaster Management was a huge success as it attracted a huge crowd  and help generate awareness amongst the different sections of the society.

A huge crowd gathered at all the 10 locations  where mock exercises  were demonstrated by the team comprising of all the nodal officers and supervisors who were already briefed and trained yesterday.

It was conducted to educate people so that they know what steps to follow during earthquake. During the exercise, the team enacted an actual earthquake scenario along with the police personnel and medical team who preformed their search and rescue operation.

Later, in a small programme at Banquet Hall, each team presented their report along with  shortcomings if any they observed and also provided their suggestions to the board consisting of Deputy Commissioner Sanjay Goel, YW Ringu, Director, Disaster Management, S Kuruvilla SP Capital, B.B Gadnayak NDMA, Brg.(Dr.) B.K Khanna NDMA, Alok Nath Commandant NDRF. CM inspects project implementation in Sagalee

ITANAGAR, Sept 26: Chief Minister Nabam Tuki conducted on-the-spot visit of various ongoing projects in his home constituency Sagalee today.

The chief minister accompanied by Industry Minister Tapang Taloh, Commissioner Tape Bagra and Papum Pare Deputy Commissioner Pige Ligu also inspected the proposed location where Union Minister for Road Transport and Highway Oscar Fernandes will lay the foundation stone of Trans Arunachal Highway Road Project on October 3, the newly built helipad at Peel Putu and Steel Arch Bridge over river Pare at Sagalee.

The CM also visited Tanihappa, located 10 km from Sagalee town and marched on to explore new locations for establishment of various establishments in near future. The Chief Minister also divulged that a VKV school will be established at Tani Happa.

The newly created Sagalaee Electrical Division and one ITI institute exclusive for girl, a first of it kind in the entire state will also be established at Tani Happa, he stated.

The Departmental CEs, Sagalee ADC, ZPM and hosts of department head of officer and public leaders accompanied the Chief Minister.

 

 

National Himalayan Trekking Expedition

ITANAGAR, Sept 26: Arunachal Mountaineering and Adventure Sports Association (AMASA) under the patronage of Government of Arunachal Pradesh and Indian Mountaineering Foundation is organizing National Himalayan Trekking Expedition (NHTE 2013) in the picturesque West Kameng and Tawang District of Arunachal Pradesh from September 27 to October 12.

The main aims and objects of the expedition is to instill among the youths a sense of adventure and awareness of environment, to encourage youth travel, foster friendly relations between the urban and rural youths and to promote interstate contacts and national integration.

The trekkers will get an opportunity to have the close glimpse of Arunachal Himalayan peaks like Kangto (7090 mts.), Nyegi Ksngsang ( 7050 mts. ) , Gorichen ( 6488 mts.), Chomo ( 6000 mts).

The first group of trekkers comprising 12 members from West Bengal, Assam and Arunachal Pradesh is being flagged off by Governor of Arunachal Pradesh Lt General (Retd) Nirbhay Sharma at Buddha Stadium Bomdila on September 27 coinciding with World Tourism Day celebration.

 

 

AAPSU holds meet with HRSU on alleged rape and molestation case

ITANAGAR, Sept 26: All Arunachal Pradesh Students’ Union (AAPSU) team led by vice president Likha Takar held a meeting with Harmoti Regional Students’ Union (HRSU) of Assam yesterday in connection with the alleged rape and molestation of students of St. Anthony Junior College of Harmuti, Assam.

During the course of the meeting, it was disclosed by the students that the Principal of the said college had maintained illicit relationship with some students and threatened them of dire consequences if the matter is disclosed, AAPSU informed in a release.

Later, the AAPSU team met the OC of Harmutty Police Station, Assam and inquired about the incident. Quoting the OC, the AAPSU release informed that a case has been registered against the accused principal Roy Das Melathil at Laluk Police Station, Assam Under Section (case No. 168/2013), 420/354(A) 1(I)(II) of IPC after Harmuti Regional Students Union (HRSU) lodged complaint against the Principal. The accused is currently lodged in jail, the release informed.

Over 50 students from Arunachal Pradesh were studying in the college since last two years. The college was reportedly being run without registration.

The meeting was attended among others by the parents of the innocent victims and local leaders.

AAPSU appealed to the Lakhimpur administration for immediate investigate into matter and deliver justice to the victims.

Meanwhile, AAPSU has appreciated the authorities of the Royal International School, Papunallah and Global Academy, Naharlagun for accepting the request to accommodate all the 50 students in their respective educational institutions to continue their education.

AAPSU cautioned the state government against such fake schools in Arunachal Pradesh and alerted the parents and guardians to have proper knowledge about of the school before admission.

 

 

Namsai-Itanagar night service bus re-introduced

ITANAGAR, Sept 26: Much to the delight of people of Namsai, Lohit district, the State Transport Services has re-introduced a night service from Namsai to cater to the need of the public of the Eastern part of the State. The department also pressed two new APST bus into night service from Itanagar to Shillong. This was informed by the department during its meeting held on Wednesday here attended by Minister State Transport and Co-operation Jarkar Gamlin and Secretary Transport Garima Gupta.

The meeting was held to review the overall performance and revenue achievement of the Department.  State Transport Services General Manager Abu Tayeng highlighted the present state of affairs of the department.

While appreciating the achievement of the 1st quarter of the department, the general manager further sought cooperation from the field officers and requested them to work together with dedication to make the department vibrant and people friendly service and so that it achieves the revenue target.

In his address Transport Minister Jarkar Gamlin, informed that the recent mass transfer and posting of the departmental officers was necessitated for administrative reasons and also to make the officers well acquainted with another district station. The Minister advised the officers of the department to maintain strict financial discipline, dedication, patience in providing public and essential and people welfare services to the common masses.

Secretary Transport Garima Gupta also advised the officers to maintain close coordination with the district Administration. She also asked the district officers to ensure that the land under occupation of the department is properly demarcated and allotment order to that effect obtained. Later she also inspected the newly purchased buses along with Abu Tayeng, General Manager and senior officers of the department.         

 

 

Few glaring examples of  wastage of public money

PASIGHAT, Sept 25: The disgruntled people of Mebo sub-division in East Siang district, who have been bearing brunt of Govt’s negligence, have raised question over the utilization of fund meant for building construction granted under various heads.

The people of the area are the witness to a lot of projects that are either lying incomplete or in the state of abandonment in the area.

“Many permanent structures, such as office buildings, market shed, guest house etc. are lying unused or abandoned in Mebo area exposing the misuse of public money,” they say.

Report from Mebo said that the Tourist Lodge and Police Out-Post buildings at Mebo town have been left incomplete while the market shed covering a large area at the heart of town is lying in abandon state.

Similarly, the Tourist Lodge at Bodak and Guest House at Mer village have been lying unused for years and left to ruin. Besides many buildings, including the building of sub-divisional library, X-ray building at Mebo Community Health Centre and others are lying unused thanks to the defective policies of the state government.

Taking a pot shot elected leaders, the Mebo Block BJP has blamed their former representatives for wastage of public money. The members of the party also criticized the alleged in different attitude of the present MLA.

“Many projects started during the tenure of former MLA cum Minister Lombo Tayeng are yet to see light of the day. Tayeng, who represented the area for several consecutive terns, is still a ruling party bigwig. But, he is maintaining an escapist attitude. The present MLA Ralom Borang too has miserably failed to address the problems faced by the local people,” said Lenzing Pertin, a BJP leader of Mebo.

Pertin said that both MLA Borang and former MLA Tayeng, during October last year had ceremonially pledged to shed political difference and work together for development of their constituency. But, the people of Mebo have been witnessing a political rivalry between the two, which is retarding the development process.

The party also criticized the leaders of Mebo Elite Society (MES) for maintaining a stoic silence over the issues and becoming sycophants of the sitting MLA.

 

 

Ering visits Padu village, assures fund for medium irrigation project

PASIGHAT, Sept 26: Agriculture and Horticulture has huge potentials besides Hydro power and tourism sectors in Arunachal Pradesh, said Union Minister of State for Minority Affairs Ninnong Ering. While interacting with the villagers of Padu village, he urged people to take up agri-horti sector in large scale.  

The state has abundance of virgin fertile land which if  properly exploited can bring significant upliftment  in economic terms. Suitable crops and fruits should be cultivated according to the  soil and climatic condition which will attract traders and tourist. The coming of the Trans Arunachal Highway will help in easy transportation and marketing said Ering. Ering also exhorted  them to develop basic tourism amenities as tourists from outside and  within the country who are interested in eco tourism will pass through the village.

Responding to the demands of the villagers  and  the public leaders, the Union minister said that he will arrange fund for Medium Irrigation Project at Koleng area (Padu)  with intake from Seng Korong on priority. It is informed that this MIC will cover the majority of the cultivable area of the village. He sanctioned  Rs three lacs for starting the works.

The existing link road to the Padu village will be damaged due to the construction of Trans Highway. Hence, Ering assured fund for construction of a new link road. DIPRO

 

 

Departmental seminar on unemployment

ITANAGAR, Sept 26: The Sociology Department of Don Bosco College, Jollang Wednesday organized a seminar on the topic “Unemployment in Arunachal Pradesh.”

Participating in the seminar as resource person, Assistant Director of Labour and Employment Department Dhiman Bhattacharjee highlighted the main causes of unemployment and its remedy. According to him, ‘mobility factors’ and lack of industrialization of the state have been the major causes of unemployment.

Principal of the college Fr. RK Guangdiat Nicholas sdb, commented that unless there is a change in the mentality of the students no amount of educational facilities will solve the problem of unemployment in Arunachal Pradesh. Students need to cultivate sense of the dignity of labour and strive not only for government jobs but also for self-employment, he opined.

During the seminar, all the participating students were divided into three groups.

The first group led by Jumi Ete and Binith Rajbongshi under the supervision of Sr. Pennyrose Chinir dealt on the causes of unemployment. The second group led by Asaya Umbrey and Geyi Potom under the supervision of Sr. Emilia Chopfohra dealt on the impact of unemployment, and the third group led by Josum Karga and Karmar Rike under the supervision of Janan Ko Tingwa dealt on the remedies of unemployment in Arunachal Pradesh.

A question-answer session was also held after presentation of the seminar papers by the different groups.

Vice Principal Rev. Fr. Thomas Salew and the Asst. Professors of Sociology Department Sr. Penny Rose Chinir, Sr. Emilia Chopfohra and Janan ko Tingwa were also participated in the seminar.

 

 

Capacity Development Prog  on  disaster management  for Eastern Arunachal

TEZU, Sept 26: The second day of the Capacity Development Programme (CDP) on Incidence Response System (IRS), Table Top Exercise and Mock drill in preparation to Mw. 8.7 Shillong 1897: Earthquake scenario for Multi-state Mega Mock exercise of all the districts of Eastern Arunachal at Tezu underwent successfully today.

Altogether 120 officers of Lohit, Anjaw, Tirap, Changlang, Longding, Roing and Anini gathered at Amik Ringya Hall Tezu to attend three day CDP which started on 24th September last.

Major General (Retd.) V K Datta, Senior Specialist (CB&ME) NDMA, MHA, New Delhi explained in length the IRS, Crisis Management in India, Disasters and Disaster Management in India. He also gave a detail report on present status of disaster management in India at National, State and District level.

He also gave a brief detail on the need of formation of National Disaster Response Force (NDRF) and requested all the stakeholders at district level to give more importance to disaster management.

He categorically told the house that the Disaster Management Plan of India depends on the disaster Management Plan of its States and the DM Plan of Arunachal Pradesh depends on the effectiveness of the Disaster Management plan of its districts. Therefore the role of DDMA is very important and crucial, he said.

We were lagging behind in DM activities in our country, therefore he suggested all the stakeholders to be a part of Disaster Management activities and co-operate with each other to minimize the loss of life and property in days to come.

Rajeev Takuk, DC Lohit while addressing the dignitaries from National Disaster Management Authority, New Delhi, National Disaster Response Force, Guwahati, SPs from Anjaw, Anini and Tezu along with other officers from the district of Eastern Arunachal Pradesh and HoDs of Lohit district, said, apart from yearly natural disasters the 1950 earthquake was the major earth quake which made colossal damage not only in our state but it also affected our neighbouring state of Assam and its adjoining areas. Arunachal Pradesh was known as NEFA then, he informed.

Flood, fire accidents, landslides, bamboo flowering, minor earthquakes tremors, heavy storm are some of disaster occurred every year in our state and awareness on disaster management is the need of the hour, because it will help to instill the knowledge of safety and safeguards during disaster.

He requested all the delegates from the districts to be attentive and disseminate whatever information they learn from NDMA Experts and NDRF Team.

Ramesh Negi, Dy. Commandant, NDRF, Guwahati, explained the house regarding motto of NDRF and its present strength and achievements apart from its role and responsibilities.

Power point presentations on conduct of Table Top Exercise and Incident Command System by Major General (Retd) V.K. Datta; Disaster Response Plan of District Police by Lohit District SP Tumme Amo; Medical Response of Lohit during disasters by Dr. J. Ado; Role of Electrical Department during disasters; Vulnerability of Arunachal Pradesh to various types of disasters by Dr. Sandeep Chakraborty of IGGC Tezu; Role of NGOs in during disasters were the main highlights of the Second day.

Arunachal Pradesh fall under Zone-V which makes this place as  most vulnerable to Earthquake than any other part of the Country, therefore awareness programmes like this one becomes very important to equip  ourselves with all the technicalities of pre-planning and pre-preparedness of any sudden disaster, said the Major General.

By stating that objective is to test the adequacy and efficacy of the Emergency Response Plan during disaster of the Lohit district, he took stoke of all the manpower available in the district (in terms of police, ITBP, CRPF etc personnel), the number of medical-its facilities, communication, transport, electricity capacity, etc.

On the third day, a team of 30 NDRF personnel along with Government Higher Secondary School, Tezu scouts and guides, and district police gave a mock drill and demonstration on Earthquake in the DC Office Tezu, Market area and District Medical using DM equipments for saving lives of both human and animal.

Major General Datta emphasized on civil-military liaison in every way possible and said that during disaster district administration, district police, medical and army-paramilitary including BRO has to engage themselves.

He appreciated the Lohit District Disaster Management Authority headed by Deputy Commissioner Rajeev Takuk for organizing the programme as per the requirements of the NDMA.

Lohit district Deputy Commissioner Shri. Takuk expressing his satisfaction over the conduct of this programme informed the house present that even though fund is yet to be received from the Government, the District Administration has managed to conduct a huge programme like this and that too in a successful way.

Lauding the efforts of all the NDMA members he said that the exercises, interaction and knowledge the NDMA has provided will always be useful in many ways. But presence of mind of a person to act in a disaster in a given situation is also very important, he said.

The programme ended with suggestions and feedbacks from the members present followed by valedictory function and giving away of certificates to the participants by Retd. Major General Datta. DIPRO

 

 

RKM loses one of its best teachers in road accident

AALO, Sept. 26: One of the best teachers of Rama Krishna Mission School Aalo who earned reputation and respect by dint of his dedicated service P K Roy (junior) is no more as he breathed his last after sustaining grievous injuries in a road accident at District Hospital Aalo on  Sept 24 last. The tragic road accident occurred near the school when the scooty in which he was travelling with his own student came in direct collision with the Saint Mary School bus. The effort of the school authority and well wishers to save his precious life went in vain as he succumbed to injuries after battling for life for three hours only.

With his demise, a big vacuum has been created to take the mantle of teaching Chemistry and Mathematics at Secondary level and replacement to a teacher of his calibre with thirty years of experience will surely be hard to come by.

Grown and shown the way by his elder brother, Senior P.K. Roy, who can be rated as one of the best teachers in the country had curved a niche for himself in the field of teaching profession by bagging “Best Teacher Award” for many a time.

It is ironical that his funeral had to be performed at his place of service away from his from his Kolkata hometown under compelling circumstances.

Late P.K. Roy (junior) lost his fate while serving here but did not loss the faith of people whom he served as Swamijis, Maharajjis, teachers, Alumni of the school, students, parents of the students and well wishers congregated at large to give support in the hour of need, console the bereaved family members and give tearful adieu to the departed soul. He is survived by his mother, wife, one daughter and brother. DIPRO

 

 

DLMC meeting reviews schemes implementation

ROING, Sept 26: The 23rd Review Meeting of District Level Monitoring Committee was held in the office chamber of the Deputy Commissioner, Roing yesterday. In the meeting, physical and financial progress of various centrally sponsored schemes under ACA, SPA, PM Package, NEC, NLCPR, RIDF, BADP etc were reviewed. Various HoDs of executing agencies submitted and presented progress report of the ongoing schemes to the Deputy Commissioner.

Shiv Kumar, Deputy Commissioner while chairing over the meeting has called upon the Heads of Executing Agencies to study and ensure feasibility of the scheme before submission of DPR as some schemes are reported to be non-feasible during mid-way of implementation which is a wastage of public money and resources.

The major ongoing schemes in the district are Shantipur to Meka road (19.50KM) along NH-37 under SARDP-NE reported to be completed. Jia Tinali on Shantipur-Meka Road to Bizari (19.80km) via Idili under NLCPR Scheme up to 4.2 km carpeting almost complete. Extension, maintenance and carpeting of Roing township road (60 km) is under progress. Construction of 1 No. 250 MT PDS Godown at Roing by RWD department is under progress (92% works completed). Creation of Nursery Facilities for development of quality planting materials in different Horticulture Zones in Arunachal Pradesh at Govt. Citrus Nursery at Balek is in progress.  Construction of one Type-IV residential building at Roing under the Department of Economics and Statistics is in progress. Under one time Special Plan Assistant (SPA), system improvement & modification of electrical networks including infrastructure addition in Roing-Koronu Circle during 2012-13 completed. Construction of 33 KV Power line from Mebo to Dambuk for evacuation of Central Power Sector under NLCPR is in progress (10% completed). Renovation and modernization of Deopani Hydel Phase-II (3x250 KW) completed. Zilla Parishad Members also commented their views and suggestions in the meeting.

After the completion, DLMC member headed by Sandeep Kumar Singh,  Assistant Commissioner inspected Shantipur – Meka road along NH-37 and  Jia Tinali to Bizari road up to 4.2 KM Point.

During inspection, Assistant Commissioner asked the AE Highway of the Executing Agency to clear the jungles on both sides of the highway within the month of October for proper visibility of the surface drainage. He also said that thickness and quality of the road will be tested properly with the road testing kits. He also asked to erect CC Slab in culvert areas and also to erect balance pillars in areas where church, temple, schools and market areas in village as per the specifications mentioned in the DPR. He also directed them to put proper sign boards along the road side.

Ruksin-Mikong-Mirem in deplorable condition

Dear Editor,

Through the column of your esteemed daily I would like to draw kind attention of the concern authority regarding stagnancy in the development of road linkage. Being a responsible citizen it is part and parcel of my moral duty to raise the voice, highlight the problems and claim right for the inhabitants on their behalf. In this context I would focus particularly on Ruksin-Mikong-Mirem (RMM) road situated in 37 assembly constituency under East Siang district. The concern road forms the life line of people and solitary connecting panel to rest of state. However this connection has been in deplorable condition since last two decades and remained a trivial issue for the authority concern. Indeed this connection has became fish fond and there is hardly any vehicle seen plying on this road. Surprisingly in this scientific era of Airways, Railways, Highways, superhighways and so on we are unfortunate enough that we merely see black coated road in our habitat. Taking into consideration deteriorating road condition there is a very big (Question mark) on our economic growth and even on our survival. There is no possibility of being geared-up with the process of nation building and it will be a big black spot on the face of nation.

It is demand of the hour and people to the authority concern to look into this matter seriously and take solid and positive step with immediate effect in this regards as to erase this problem.

Declare result before criticism pours in

Dear Editor,

through your esteemed daily, I want to remind department of PWD to declare the result of written exam of clerk. The PWD department had conducted the exam five months back but there is no information about the result. All the candidates are eagerly waiting for their result to be declared. Whether pass or fail, the candidates are ready to accept the outcome of the result but it should be declared first. By delaying declaration of result, PWD department is compelling the candidates to write against them in the various newspapers.

In order to avoid any more criticisms from the candidates and their parents, the PWD department should instruct the evaluators of papers to devote more time in evaluating papers so that the result can be declared as soon as possible.

More confusion

Dear Editor,

The clarification made by Chief Minister of Arunachal during the Assembly session has left me little bit confused. On one side it’s told that 'no outsider but only the locals of identified blocks are entitled to avail the scheme' and it will not encourage conversion. On the other hand, it’s being told that MsDP is meant for common developments like roads, bridges, hospitals etc. benefitting the entire population of a particular area.

I fail to apprehend how to identify the locals and the outsiders for usage of the community properties like roads, bridges; hospitals etc. and deprive the so called outsiders from the community goods.

Buts, it’s also learnt that above six thousand, may be even more till date, beneficiaries have already been selected, allotting the funds under Indira Awas Yojna and other individual schemes.

Hence, I am of the opinion that there ought to be more debate and contemplation on the issue of "Minority Scheme" before implementing it blindly in our State.

Let ADM continue his good work

Dear Editor,

Talo Potom, ADM/CEO is one of the main corner stone’s of the Capital Administration. The news item which appeared in your daily on 24th September 2013 is likely to demoralize the other administrative machineries in its endeavor by the Capital Administration in protecting government land and properties at large.

So per my personal logic is concern, if a quack gives life to a dying patient why should one go on verifying his professional certificates on the scene itself? In the same manner if an officer from engineering background prove his mettle as a successful magistrate I feel we all should appreciate him and his noble works.

Talo Potom may be a terror for the land encroachers but many sees him as a Messiah for the twin capital town atleast in the present state of affairs. He should be allowed to continue in his present assignment till the mission is completed.

Assembly and development

Retrospection is necessary to march forward with clear vision particularly for development of a strategically important state like Arunachal Pradesh and its people. During retrospection, we should also keep in mind that our aim is to rectify past mistake if any and march forward with determination and devotion not as a competitor but to set an example for other states to follow.

It is a good omen that the recently concluded Assembly session finds some space for retrospection. While participating in debate and discussion, Chief Minister Nabam Tuki acknowledged some past mistakes while taking policy decision in certain important matters.

It is said that when a nation or leader finds some time for retrospection, it indicates beginning of a new era of development and Tuki’s such revelation about loopholes and lacunae in policy decision indicates his strong determination not only to accelerate development process but also to bring in visible results.  It seems the chief minister was determined to bring in visible results in infrastructure development like road renovation/construction, at least in Capital Complex and to find a lasting solution to Govt land encroachment.

This Assembly session also witnessed important resolution pleading the Centre for Constitutional protection on tribal rights.  Land encroachment issue, wages of labourers, power problems all over the state, reported Chinese incursion are some other issues which dominate the Assembly session.

And the most important thing is that the members of the House maintained democratic spirit while participating in debate and discussion. It seems the honourable members are really serious to see the  real development in nook and corner of the state.
