While MLA Tangor Tapak and MLA Bamang Felix have been appointed as chairman of Public Accounts Committee and Estimates Committee, Public Undertakings Committee will be headed by MLA Tamiyo Taga. Each committee consists of six members and will have a term of office not exceeding 20 months.

ALSU reiterates demands
ITANAGAR, Sept 26: The Arunachal Law Students’ Union (ALSU) today reiterated its demand for cancellation of appointment of Joint Director (Agri and Allied) in Rural Development Department.

He was chairing the inaugural session of a seminar on ‘Cultural Heritage of Arunachal Pradesh’, organized by the Directorate of Research, Deptt of Cultural Affairs at the conference hall of JN State Museum here Thursday.
The chief guest of the occasion, Prof Tamo Mibang, the Vice Chancellor of Rajiv Gandhi University, called upon the academicians, intellectuals to do research on local languages in order to document the languages to preserve and promote the State’s rich cultural heritage.
While asserting that language was the vehicle of cultural preservation, Prof Mibang said, “Research on cultural heritage will definitely lead to societal transformation in the State.”
He said that scores of linguists are coming over to the state to do research on our languages at a time when today’s generations are switching over to others’ languages.

Teachers booked under “no work no pay”
ITANAGAR, Sept 26: Showing no leniency in its tough stand against absentee teachers, the East Kameng district authority has booked as many as 27 teachers under “No Work No Pay” rule and held up salary of another 25.
According to a release issued by East Kameng DDSE, 14 teachers have been booked under SSA’s “No Work No Pay” rule in June and 13 in July for being found absent from duty.
“Salary of another 25 teachers has also been held up,” the release informed adding that disciplinary action against few teachers of school located near Seppa town, who were found absent during the checking, are also being initiated.

On August 27 last, as many as rape and molestation of 14 minor girls came into light when some of the victims managed to escape and report the matter to the nearby police station. Later, the number increased to 19, including witnesses. They had been suffering torture and humiliation in the hands of the hostel warden cum teacher, someone who is supposed to shape their future for more than two years. The youngest of the victim is as young as five and a half years old. The accused Vipin Viswan is now lodged at Aalo P S.
As fast as the news spread, angry locals went into rampage and damaged the school building as well as the two school vans used to carry school children. Likabali township has been tense since with everyone having their bid of insecurities surrounding ‘what if?’.
“There are many older victims too, however, they are not speaking up fearing social stigma,” shared Marge Karlo, general secretary of Likabali Welfare Society.
And as it happens with many rape incidents, some of the minor victims have been traumatized to such an extent that they are suffering from mental breakdown.
“There are victims suffering from sleepwalking and also those who are inflicting pain to themselves,” said Marge sharing the ordeal of the young battered souls.
Demanding capital punishment to the rapists, the aggrieved citizens of Likabali had also demanded the state government for immediate arrangement of another school for all the 400 students of the Green Valley Residential School, Likabali.
Vowing to fight till the accused is awarded with Capital Punishment for his heinous crime and saying that the accused be tried under custody and not granted bail in any case, Marge, however, expressed his disappointment over the government. He said, “State government has disappointed us. They are yet to rehabilitate all the students. And even when some of them have been rehabilitated, there is so much pressure on them as the session is already in the midway. The government needs to understand this.”

Mock drill on earthquake draws huge crowd
Itanagar, Sept 26: The mock drill on earthquake conducted as part of the three days Capacity Development Program by the Capital Complex District Administration in collaboration with the department of Disaster Management was a huge success as it attracted a huge crowd and help generate awareness amongst the different sections of the society.
A huge crowd gathered at all the 10 locations where mock exercises were demonstrated by the team comprising of all the nodal officers and supervisors who were already briefed and trained yesterday.
It was conducted to educate people so that they know what steps to follow during earthquake. During the exercise, the team enacted an actual earthquake scenario along with the police personnel and medical team who preformed their search and rescue operation.

National Himalayan Trekking Expedition
ITANAGAR, Sept 26: Arunachal Mountaineering and Adventure Sports Association (AMASA) under the patronage of Government of Arunachal Pradesh and Indian Mountaineering Foundation is organizing National Himalayan Trekking Expedition (NHTE 2013) in the picturesque West Kameng and Tawang District of Arunachal Pradesh from September 27 to October 12.
The main aims and objects of the expedition is to instill among the youths a sense of adventure and awareness of environment, to encourage youth travel, foster friendly relations between the urban and rural youths and to promote interstate contacts and national integration.
The trekkers will get an opportunity to have the close glimpse of Arunachal Himalayan peaks like Kangto (7090 mts.), Nyegi Ksngsang ( 7050 mts. ) , Gorichen ( 6488 mts.), Chomo ( 6000 mts).

AAPSU holds meet with HRSU on alleged rape and molestation case
ITANAGAR, Sept 26: All Arunachal Pradesh Students’ Union (AAPSU) team led by vice president Likha Takar held a meeting with Harmoti Regional Students’ Union (HRSU) of Assam yesterday in connection with the alleged rape and molestation of students of St. Anthony Junior College of Harmuti, Assam.
During the course of the meeting, it was disclosed by the students that the Principal of the said college had maintained illicit relationship with some students and threatened them of dire consequences if the matter is disclosed, AAPSU informed in a release.
Later, the AAPSU team met the OC of Harmutty Police Station, Assam and inquired about the incident. Quoting the OC, the AAPSU release informed that a case has been registered against the accused principal Roy Das Melathil at Laluk Police Station, Assam Under Section (case No. 168/2013), 420/354(A) 1(I)(II) of IPC after Harmuti Regional Students Union (HRSU) lodged complaint against the Principal. The accused is currently lodged in jail, the release informed.
Over 50 students from Arunachal Pradesh were studying in the college since last two years. The college was reportedly being run without registration.
The meeting was attended among others by the parents of the innocent victims and local leaders.
AAPSU appealed to the Lakhimpur administration for immediate investigate into matter and deliver justice to the victims.
Meanwhile, AAPSU has appreciated the authorities of the Royal International School, Papunallah and Global Academy, Naharlagun for accepting the request to accommodate all the 50 students in their respective educational institutions to continue their education.
AAPSU cautioned the state government against such fake schools in Arunachal Pradesh and alerted the parents and guardians to have proper knowledge about of the school before admission.

RKM loses one of its best teachers in road accident
AALO, Sept. 26: One of the best teachers of Rama Krishna Mission School Aalo who earned reputation and respect by dint of his dedicated service P K Roy (junior) is no more as he breathed his last after sustaining grievous injuries in a road accident at District Hospital Aalo on Sept 24 last. The tragic road accident occurred near the school when the scooty in which he was travelling with his own student came in direct collision with the Saint Mary School bus. The effort of the school authority and well wishers to save his precious life went in vain as he succumbed to injuries after battling for life for three hours only.
With his demise, a big vacuum has been created to take the mantle of teaching Chemistry and Mathematics at Secondary level and replacement to a teacher of his calibre with thirty years of experience will surely be hard to come by.
Grown and shown the way by his elder brother, Senior P.K. Roy, who can be rated as one of the best teachers in the country had curved a niche for himself in the field of teaching profession by bagging “Best Teacher Award” for many a time.
It is ironical that his funeral had to be performed at his place of service away from his from his Kolkata hometown under compelling circumstances.
Late P.K. Roy (junior) lost his fate while serving here but did not loss the faith of people whom he served as Swamijis, Maharajjis, teachers, Alumni of the school, students, parents of the students and well wishers congregated at large to give support in the hour of need, console the bereaved family members and give tearful adieu to the departed soul. DLMC meeting reviews schemes implementation
ROING, Sept 26: The 23rd Review Meeting of District Level Monitoring Committee was held in the office chamber of the Deputy Commissioner, Roing yesterday. In the meeting, physical and financial progress of various centrally sponsored schemes under ACA, SPA, PM Package, NEC, NLCPR, RIDF, BADP etc were reviewed. Various HoDs of executing agencies submitted and presented progress report of the ongoing schemes to the Deputy Commissioner.

inspected Shantipur – Meka road along NH-
During inspection, Assistant Commissioner asked the AE Highway of the Executing Agency to clear the jungles on both sides of the highway within the month of October for proper visibility of the surface drainage. He also said that thickness and quality of the road will be tested properly with the road testing kits. He also asked to erect CC Slab in culvert areas and also to erect balance pillars in areas where church, temple, schools and market areas in village as per the specifications mentioned in the DPR. He also directed them to put proper sign boards along the road side.

Declare result before criticism pours in
Dear Editor,
through your esteemed daily, I want to remind department of PWD to declare the result of written exam of clerk. The PWD department had conducted the exam five months back but there is no information about the result. All the candidates are eagerly waiting for their result to be declared. Whether pass or fail, the candidates are ready to accept the outcome of the result but it should be declared first. By delaying declaration of result, PWD department is compelling the candidates to write against them in the various newspapers.
In order to avoid any more criticisms from the candidates and their parents, the PWD department should instruct the evaluators of papers to devote more time in evaluating papers so that the result can be declared as soon as possible.

More confusion
Dear Editor,
The clarification made by Chief Minister of Arunachal during the Assembly session has left me little bit confused. On one side it’s told that 'no outsider but only the locals of identified blocks are entitled to avail the scheme' and it will not encourage conversion. On the other hand, it’s being told that MsDP is meant for common developments like roads, bridges, hospitals etc. benefitting the entire population of a particular area.
I fail to apprehend how to identify the locals and the outsiders for usage of the community properties like roads, bridges; hospitals etc. and deprive the so called outsiders from the community goods.
Buts, it’s also learnt that above six thousand, may be even more till date, beneficiaries have already been selected, allotting the funds under Indira Awas Yojna and other individual schemes.
Hence, I am of the opinion that there ought to be more debate and contemplation on the issue of "Minority Scheme" before implementing it blindly in our State.

Let ADM continue his good work
Dear Editor,
Talo Potom, ADM/CEO is one of the main corner stone’s of the Capital Administration. The news item which appeared in your daily on 24th September 2013 is likely to demoralize the other administrative machineries in its endeavor by the Capital Administration in protecting government land and properties at large.
So per my personal logic is concern, if a quack gives life to a dying patient why should one go on verifying his professional certificates on the scene itself? In the same manner if an officer from engineering background prove his mettle as a successful magistrate I feel we all should appreciate him and his noble works.
Talo Potom may be a terror for the land encroachers but many sees him as a Messiah for the twin capital town atleast in the present state of affairs. He should be allowed to continue in his present assignment till the mission is completed.

Assembly and development
Retrospection is necessary to march forward with clear vision particularly for development of a strategically important state like Arunachal Pradesh and its people. During retrospection, we should also keep in mind that our aim is to rectify past mistake if any and march forward with determination and devotion not as a competitor but to set an example for other states to follow.
It is a good omen that the recently concluded Assembly session finds some space for retrospection. While participating in debate and discussion, Chief Minister Nabam Tuki acknowledged some past mistakes while taking policy decision in certain important matters.
It is said that when a nation or leader finds some time for retrospection, it indicates beginning of a new era of development and Tuki’s such revelation about loopholes and lacunae in policy decision indicates his strong determination not only to accelerate development process but also to bring in visible results. It seems the chief minister was determined to bring in visible results in infrastructure development like road renovation/construction, at least in Capital Complex and to find a lasting solution to Govt land encroachment.
This Assembly session also witnessed important resolution pleading the Centre for Constitutional protection on tribal rights. Land encroachment issue, wages of labourers, power problems all over the state, reported Chinese incursion are some other issues which dominate the Assembly session.
And the most important thing is that the members of the House maintained democratic spirit while participating in debate and discussion. It seems the honourable members are really serious to see the real development in nook and corner of the state.
